Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each studentan increase of 6.2 percent from $6,508 in school year 199899 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. Board of Education has been shaped by misconception and inaccurate information. While Brown v. Board of Education is one of the most important milestones in U.S. history, it is often misunderstood. Below are commonly held myths about the case, and the realities of what actually transpired. Myth Truth Brown v. Board of Education was the first legal challenge to racially segregated schools in the United States. African American parents began to challenge racial segregation in public education as early as 1849 in the case of Roberts v. City of Boston, Massachusetts . Kansas was the site of eleven such cases spanning from 1881 to 1949. The Brown case in Kansas came about because Linda Brown was denied access to her neighborhood school and had to walk dozens of blocks to attend an African American school. The Brown case was initiated and organized by the National Association for the Advancement of Colored People (NAACP) leadership who recruited African American parents in Topeka for a class action suit against the local school board. Although school buses were provided for African American children, they were only allowed to attend designated public schools based on race. The only plaintiff in the Brown case was Oliver Brown on behalf of his daughter.

It specifically finds that: Nationally, special education enrollment grew from 10.6% of all students to 12.3% during the study period, from the 199192 school year to 2000-01. During this period, 33 states and the District of Columbia had bounty funding systems, which create financial incentives to place children in special education. Sixteen states had lump-sum funding systems, which do not create such incentives. New Hampshire had no state funding system until 1999. There is a statistically significant positive relationship between bounty funding systems and growth in special education enrollment. Bounty funding results in an additional enrollment increase of 1.24 percentage points over ten years.
