The two sponsoring programs are: The FAR Program is an essential part of a portfolio of programs implemented by the NASA Office of Education, Higher Education Division to support the White House Initiatives for Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs) and Tribal Colleges and Universities (TCUs) collectively referred to as Minority Institutions (MIs). Since 1992, the FAR program has been instrumental in jumpstarting research careers for faculty at minority institutions. The NSFRO will replace the FAR Planning Grant Awards previously available through the FAR program. The Space Grant Program funds education, research, and public service programs in all 50 states, the District of Columbia, and the Commonwealth of Puerto Rico through 52 university-based Space Grant consortia. Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of scientific discoveries to the general public. Space Grant consortia also fund curriculum enhancement and faculty development programs.

Task Force on Education Infrastructure for the 21st Century (Task Force) was asked to develop a long term strategy to modernize the public school facilities in the District of Columbia. In order to verify and update the 1992 facilities assessment, PRI conducted a visual inspection of school buildings and their nonoperating systems. Along with the school inspections, a unit price list for all observed deficiencies was prepared. The deficiencies were classified into major building components as established by the DCPS. PRI prepared a deficiency cost database for the 164 schools using the observed deficiency quantities and adjusted 1995 unit prices. Further, status information on the 164 operating DCPS schools, such as name of the school, additional educational programs, average class size, student enrollment, school capacity, community accessibility, comfort and usefulness ratings of various spaces, handicap accessibility, room closings due to health or safety considerations, and rating of facility components such as the roof, windows, boilers, drinking fountains, etc., was collected. GIS themes included ward boundaries, school locations, attendance zones, streets, etc. Then, deficiency cost data as well as the status data was reviewed and restructured by PRI to enable tabular entry. A total of more than 120 GIS fields for each of 164 schools was prepared to enable logical queries, charts, graphs, etc. Using this GIS application as a decision making tool, DCPS can realistically estimate what major components in schools must be repaired / replaced and within what time frame, and determine what level of maintenance, repair and capital replacement funding will be necessary for each of the two 5-year funding cycles anticipated in its capital budget through the year 2005.

Amos gave the philosophical background for the schools creation, which comes from his experience with the violence and crime that claimed the lives of several of the children who he has mentored and taken into his family. Amos is committed to "creating a world where children plan for college, not for funerals." The Community Academy is a neighborhood-based, multiple campus charter that offers primary through secondary education. Next year they will add another site in another location within the city. Currently a Pre K-7 grade school, the Academy is preparing to accept classes of students that will bring enrollment to 4,000, up to grade twelve. A nine-member board of community members monitors the school. The school seeks to offer children a nurturing village experience by including social services and education to family members. Sponsors of the Academy hope to create a neighborhood in which "families have the resources necessary to realize their potential, individually and collectively." This goal, they believe will best allow a child to reach his/her full potential and become a responsible adult who actively pursues lifelong learning opportunities.
