This article examines the Highly Qualified Teachers (HQT) provision of NCLB and discusses how states in our region are responding. The thrust of the HQT provision is teacher content expertise. The law states that all teachers in core academic areas must be highly qualified in their subject areas by the end of the 2005-2006 school year. According to the law, the core academic subjects are English, reading or language arts, mathematics, science, history, civics and government, geography, economics, the arts, and foreign language.
