The Consent Decree Program, which began operation in November 1999, incorporates many of the BARJ principles. This program seeks to address victim awareness, accountability of the juvenile and competency development. Juveniles in the program attend classes, perform community service, make restitution and pay court costs, all with the focus of deterring further delinquent behavior.
