Graham Elementary School has no shortage of problems, so it might seem surprising that when it was awarded a $100,000-per-year federal grant earlier this year for "comprehensive school reform," the school used most of the money to buy educational video games. The school, like 16 others in Alabama, purchased dozens of Sony PlayStations and, to go with them, reading and math programs from an education software company called Lightspan. Designed like video games, the programs came with colorful graphics, point totals and names like "Kazmania" and "The Three Decoders." Graham Elementary Principal Frank Buck said he was persuaded partly by Lightspan's success claims at schools such as Lansdowne Elementary in Baltimore County, where 34 percent of kindergarten-to-second-graders supposedly posted major test score gains with the software.

Special Education Supervisors, school psychologists, speech therapists, occupational and physical therapists and other support staff are also assigned to each local district. The DUESC has a strong teacher recruitment and training program that works to provide highly qualified substitutes to staff classrooms in the absence of regular teachers. Staff members also assist districts in providing a variety of meaningful professional development and organizational development opportunities for their staff and administrators, including training on the Malcolm Baldrige Education Criteria for Performance Excellence. The DUESC Curriculum Department also coordinates the writing, revision, and publication of all courses of study and research and produce grant applications pertinent to local school needs. We are also the site of one of the State of Ohio's Educational Media Centers that provides a library of over 2500 videos and computer software available for loan to school district personnel.

Extractions: Links Welcome to the NICC Delaware County Center Northeast Iowa Community College created an outreach center in Manchester in 1999 at the request of local business and industry, area schools, Iowa Workforce Development and local governmental agencies working together through the Delaware County Economic Development office. In May 1999, NICC's Delaware County Center co-located with Iowa Workforce Development and area ECIA offices to form the Manchester Workforce Center. Goodwill joined the Manchester Workforce Center when it relocated to its current location at 223 W. Main Street in 2000. With a background in education and local media, area resident Lori Scovel was hired as the first center coordinator and remains in the position today. Expanded educational programming began Fall of 1999 with the majority of classes, both credit and continuing education, being held at West Delaware High School. Since then, the center has experienced steady growth in the number of students continuing their education by taking classes in Manchester. The purpose of the NICC Delaware County Center is to assist in economic development, provide educational opportunities to residents and further workforce development in the Manchester and greater Delaware County area. The college's philosophy is to serve the needs of the people in the community.
