"Today, I am proud to share some of the finer details of the broad portrait I painted last week, a picture of a future Delaware where our schools, our health, our environment, our economy and our government are better than they are now and better than they've ever been." The speech, which lasted about 40 minutes, laid out a number of new programs. The governor also reaffirmed support for implementing full-day kindergarten programs in all school districts by the 2008-09 school year. He went on to complete five years of service as a naval flight officer and continued to serve in the Naval Reserve until retiring from military service in 1991 with the rank of captain. After serving as a mission commander in Southeast Asia during the Vietnam War, Tom Carper returned to Delaware in 1973 where he earned his M.B.A. at the University of Delaware . His career in public service began in 1976 when he was elected to the first of three terms as Delaware 's state treasurer. In 1982, he was elected to represent Delaware in the U.S. House of Representatives. After serving five terms as a U.S. congressman, Tom Carper became the 78 th governor of Delaware in 1993 and served two terms in that role. As governor, Tom Carper pursued a common-sense agenda that cut taxes, increased the rainy day fund and boosted Delaware 's credit rating to an all-time high. During his second term as governor, Tom Carper was selected by his colleagues to serve as chairman of the National Governors' Association (NGA). Delaware has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (kinship caregivers) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Delaware and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in The Delaware The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*
