Date: May 1994 Grade Level(s): Subject(s): Description: In the team classroom, a modified open classroom setting for 55 third to fifth graders, in the fall of 1983 my two co-teachers and I decided to teach the concept that informed voters make conscientious voting decisions based on personal research, background information, and issues rather than a superficial knowledge of a candidate. We began the unit with an in-depth unit on government, focusing on the appropriate level for each grade as specified by our local curriculum (third grade - local city, fourth grade - state, and fifth grade - national). There were elections that year at all levels. Because these were introductory units at each level, we also included a geography strand.

The United States, which comprises only 5 percent of the world's population, consumes about 30 percent of the total energy. Traditionally, the United States has imported much of its energy resources from other countries. Oil from the Middle East is the largest energy import. This dependency places us in a highly vulnerable position, both economically and politically. Some of the ways suggested to lessen this dependency are to use more of our public lands for energy production and to invest in renewable energy. Both of these strategies are controversial because of the environmental, economic, political, and cultural implications associated with them. This lesson explores the controversial issues surrounding the energy debate in the United States. Students will research recent initiatives being taken in this area and analyze their implications. They will then assume the roles of pivotal stakeholders in this debate and testify to a mock congressional committee responsible for making decisions about

These lessons deal with the European Union and are relevant to the following specifications: The purpose of the lessons is to encourage students to carry out research into some key aspects of the EU and to separate out fact from opinion, reinforcing the idea of positive and normative issues in economics. The lessons are based around the development of a debate on whether the UK should continue with its membership of the EU. The format follows that of a debate and it is suggested that the 'audience' referred to is drawn from the remainder of the institution - other economics/business groups, younger students as part of their citizenship courses in other institutions or in the school/college, the rest of the 'sixth form' in a general studies session or similar. The process of developing an argument in this way places a responsibility on students to build their understanding and ability to generate a coherent and supported argument - especially if they have to present their case to an 'audience' as suggested.
