Operating under the auspices of the Department of National Defence, the NCPG is responsible for developing national-level Y2K contingency plans relating to Canada's critical infrastructure electricity, hydro, gas and oil, transportation, security, essential services such as 911, ambulance, health care, financial institutions, the food industry and territorial integrity. Three critical phases As the NCPG Federal Coordinator, Paul Thibault readily admits that his organization has taken on a task for which there is no template or existing model. "What we have been focusing on, in the first instance, are three critical phases of activity, starting with the development of a national infrastructure risk assessment," states Mr. Thibault. In order to gain what Mr. Thibault terms the "first real snap shot" regarding Canada's national infrastructure, the NCPG had a questionnaire prepared using Gartner Group methodology, to ensure that the approach being used was both recognized and consistent. He notes that the questionnaire addresses two functions. "It looks at the criticality of the infrastructure as well as the probability of compliance, failure or something happening. Our next step is then to farm out this questionnaire a process that is really complex and complicated because, to get the information you need, you have to deal not only with the federal government but provincial governments, municipalities, industries and so forth. Everybody has a piece of the pie and everybody is cooperating in providing this information," he adds.
