No terrorist attacks, heck, even the weather was perfect! In fact, the rollover was such a non-event even the ultra-optimists seemed confounded and surprised. To witness this once-in-a-lifetime event come to pass in such a positive manner is quite inspirational to say the least. A comprehensive solution is sure to be complicated, time-consuming, expensive and highly politicized. Building owners and managers intent on avoiding future problems would be wise to act on their own by considering some of the lessons learned from last Augusts event. As they prepared for Y2K and responded to 9/11, building managers introduced major improvements to the plans, processes and resources they employ to contend with emergency situations. Each time a new event occurs, however, additional challenges emerge. When the lights went out in the eastern U.S. and Canada (and, in subsequent incidents, in the UK, Italy and parts of Denmark and Sweden as well), building owners and managers faced a range of problems. Existing plans resolved most of them, but process improvements were also identified in three general areas. This paper offers strategies to help property owners and management teams address people and life-safety issues, communications needs and utility maintenance requirements to effectively contend with emergency situations.

They wouldn't ponder because our calendar is taken for granted. We "naturally" use it to determine schedules, calculate age, make loan payments and plan for the future. As we become educated we expand our historical horizons and understand that our calendar had a "starting point" about 2,000 years ago. We know that from this starting point most people count forward in "A.D." times and backward in "B.C." eras. Further, we understand that other calendars exist. Most know of the age-old Chinese calendar. We're annually reminded of it during Chinese New Year celebrations. We learn that they celebrate the "Year of the Rabbit" (1999) and other creatures in a twelve-year cycle that extends back more than 5,000 years. If we are followers of Islam or have studied the faith, we know the Muslim calendar begins with Muhammad's flight from Mecca to Medina in 622 A.D. (by "our" calendar). Despite this intellectual understanding that a calendar is a human tool, many folks have superstitious beliefs linked to it. They see specific dates (days and years) as having magical powers in the same way they view four-leaf clovers or broken mirrors.

Extractions: The tragic events of September 11, 2001 have had an impact on strategic planning and implementation efforts relating to all aspects of national infrastructure protection and security, including information technology, cyber-security, and cyberterrorism. Indeed, the lessons that can be learned from national and global efforts to address Y2K-related technology problems, can be viewed in a new light given the events of September 11. Understanding the successes and the shortcomings of the Federal government's Y2K efforts can help illumine current efforts to address the multiplicity of complex challenges and threats that now face the nation. Many of the current challenges and threats are also highly technical in character. In addition both sets of challenges have been characterized by a sense of urgency and the need to organize quickly in order to bring about desired results. To reflect on the Federal government's Y2K efforts at this point in time constitutes something of a challenge. I will begin by summarizing some of the misconceptions concerning Y2K, misconceptions that seemed to make discussion of Y2K particularly difficult prior to September 11. These misconceptions span a wide gamut and include the following:

He wanted to remain a part of the Likud government but still oppose the Gaza withdrawal which will remove 1700 families, cost $1.7 billion, and leave 10,000 Palestinians employed by Israeli companies unemployed. Finally, maybe too late, he went with his true feelings and left the Cabinet.
