The tests, administered to third through twelfth graders, are mandated by the federal No Child Left Behind Act and include language and math components. Among 55 Alaskan districts, Haines students ranked fourth. Only Skagway, Cordova and Petersburg scored higher. We have raised U.S. objections to this involuntary repatriation with both the governments of Cambodia and Vietnam. We are disappointed that these individuals were repatriated before an internationally-staffed monitoring program was in place in the Central Highlands of Vietnam and before other solutions could be considered for these individuals. The Chief Electoral Office has made voting easier for the deaf and hearing impaired, with the production of a sign language DVD about voting. The Office has worked with the Deaf Association of New Zealand to develop the 2005 General Election sign language DVD. The sign language DVD uses sign language, sound and captions to explain voting, including enrolling, using the EasyVote card, voting in advance, voting on election day and election night results.
