Research has shown, however, that programs aimed at solving the problems preventing offenders from functioning successfully in the community can effectively reduce recidivism, and are thus essential to the correctional system's main objective of maintaining a just, peaceful and safe society. 3.2 Since most inmates are eventually released into the community, it must be recognized that incarceration is only a temporary means of ensuring public safety; only sustainable change in offender behaviour can ensure the long-term protection of the community. A number of studies on incarceration - contrary to the positive results of studies on the effectiveness of rehabilitation programs adapted to offenders' needs - have shown that incarceration in itself does not ensure sustainable change in offender behaviour. 3.3 The John Howard Society of Canada brief made this point very well.
