The gist of the argument: The heart of the crime problem in the state is its prison and parole systems....93% of everyone who enters prison in California will be released, and that the vast majority of them will return to places like South L.A. where social services to assist parolees reentering society barely exist. As a result, ex-cons are unprepared to do anything other than commit another crime and go back to prison. A 1997 Department of Corrections survey of parolees found that 85% were chronic drug or alcohol abusers, 70% to 90% were unemployed, 18% mentally ill and 10% homeless. ...Parole policies and laws that effectively stigmatize former inmates compound the problem. Until recently, the operating philosophy of the state's parole system was to return parolees to prison no matter how minor their violations. Typically, they return to their communities with little or no money. Employers routinely shun them. Laws deny them driver's licenses, access to public housing and other services. The effect on communities is devastating. Dominack praises LA police chief Bill Bratton for realizing that America cannot "arrest its way out of its crime problem." The total is the second highest ever recorded by the FBI, and comprises nearly half of all drug arrests in the United States. "These numbers belie the myth that police do not target and arrest minor marijuana offenders," said Keith Stroup, Executive Director of the National Organization for the Reform of Marijuana Laws (NORML). "In fact, the war on drugs is largely a war on pot smokers. This is most evident through the award of two Community Oriented Policing (COPS) grants, which provided seven new police positions. Four of those positions were devoted to the creation of a special crime prevention team and three to the creation of a bicycle patrol team. As a result, crimes against persons and against property have shown a steady decline. Arrest Data While the data reflects an increase in drug and alcohol arrests/citations, this does not represent an increase in the frequency of these incidents at Texas State University. Through the increase in officers and our crime prevention efforts, more individuals are detected and cited for these violations. Since drug and alcohol violations contribute measurably to crimes against persons and against property, arrests and citations for these violations have contributed to the decline in those crimes. Incident Classification In 1998, the University Police Department identified a problem with the classification of incidents that resulted from software and data input problems. A comprehensive audit was conducted of all crimes and incidents reported to University Police since 1994, which identified minor variations in the total number of incidents from previous publications; these errors are corrected in the current report.
