This bill imposes sales and use tax on sales of newspapers and magazines, including sales by subscription. In response to the enacted legislation, the Department of Revenue has issued a notice clarifying the law. A synopsis of the notice is as follows: Sales of Newspapers,Magazines and subscriptions are taxable effective April 1, 2003. Over the counter sale of magazines continue to be taxed whether sold over the counter or from honor boxes. Publications delivered to out of state subscribers are not subject to tax.
