Students: Rationale: The trend in SAT reading comprehension data for the past 3-5 years shows that more WMS students score below average than those in the national norm. WMS did not achieve Adequate Yearly Progress for SY 2002-2003 because our ESLL (15%) and low-income (52%) populations did not meet the proficiency objective for Reading based on the statewide HCPS II test. In addition, only 91% of our ESLL population and not the requisite 95% participated in the test. WMS is still considered to be "In Good Standing", but if we fail to make AYP in SY 2003-2004, the school will be considered "In Need Of Improvement" and begin to face progressive consequences. Highlights in the 2005-2006 Proposal The overall DOI budget proposal represents an increase of 9.52%. However, almost half of the change reflects an accounting change. 1. An accounting change reflects the entirety of the Assistant Superintendents budget in this area. Previously, it was apportioned in different areas. For example, one third of the salary for the Assistant Superintendent was last year charged to Special Education and one half of the secretarys salary was apportioned to the cost center of General Administration. Now both are apportioned here. Nearly half of the increase in the budget area (4.75%) is due to this change and is offset by decreases in the other budget areas mentioned above. The remainder of this departments budget request calls for an increase of 4.77%. 2. A request for funds to complete a major science curriculum (K-12) changes necessitated in part by new state science frameworks and imminent new state science assessment program that will be required beginning in 2007-2008 of all 5th, 8th and 10th graders ($24,000).
