Almost 15 years ago Colorado began establishing new and innovative alternative routes for preparing teachers. These alternative systems have become an important source of new teachers within the state. Despite their prominence, little attention has been focused on alternative preparation programs. For this reason, the Alliance for Quality Teaching, under a grant from the Donnell-Kay Foundation, conducted this first study of alternative preparation in Colorado since 1996. This report is intended to be a first step in better understanding alternative preparation within Colorado and in moving alternative teacher preparation from an experiment to an established component of the teacher preparation system.

A serious new law that went into effect July 1, 2003 changes Colorado from a "No-Fault" state to a "Tort" state. The most dramatic part of this law is that "Personal Injury Protection" that pays hospitals, therapy and rehabilitation is no longer compulsory and automatic when you buy your policy. Your insurance company will no longer pay reasonable and necessary treatment, emergency or otherwise, for injuries you sustain in an accident unless you specifically purchase coverage known as "med-pay". Even with med-pay, there are limits on amount of treatment covered, type of therapy and time limits to receive therapy. Previously, everyone was covered under the "No-Fault" system by their own insurance for medical services up to $50,000.00 or more, and for 5-10 years regardless of who caused the accident. Wage loss benefits and essential service benefits which were previously covered for a year, as well, are no longer covered at all. Lower costs for insurance for the public was the initial idea put forth by the insurance industry regarding how beneficial this new law would be. This is only true because medical treatment for injury isn't covered unless med-pay is purchased, actually increasing insurance costs. The insurance companies offer a wide variety of coverage that can be purchased from $500.00 to $100,000.0 worth of medical care and therapy. The costs and coverage vary greatly company by company. Make sure to check any exclusions or limits to types of therapy your med-pay covers. Also, check how long after your accident therapy is covered and if a pre-approval process is required. Therapy may be limited to 1-3 years instead of the 5-10 years in the old law. Each company is different.

Extractions: Purpose Spouses to Teachers (STT) is a pilot project in California, Colorado, Florida, Georgia, Texas and Virginia. The Colorado office is now servicing spouses in Kansas, Nebraska, Nevada, New Mexico, and Utah as part of the Spouses to Teachers program. This program is designed to assess the needs of spouses relative to becoming a teacher. The program provides support to spouses of active duty military and Selected Reserves in their pursuit of K-12 teaching positions in the U.S. The various areas of support are: specific information relative to becoming a teacher, counseling and guidance to eligible spouses regarding teacher certification requirements, routes to certification, employment potential, financial assistance, and assistance with employment searches. Limited funding will be provided to eligible spouses to reimburse the cost of tests required for state teacher licensure/certification. Maximum available financial assistance is $600.00 per person.
