Family Literacy/Colorado Works Planning Grants Family Literacy/Colorado Works Planning Grants provide funds for local planning activities to enhance collaboration efforts between Even Start programs and Colorado Works programs. The purpose of these grants is to develop inter-program collaboration to improve work preparation services delivered through family literacy programs. Funding comes from Colorado's Even Start Statewide Family Literacy Initiative Grant. Grants of $5,000 maximum per site are available to only to Even Start family literacy programs. A 25 percent match is also required. In 1990, the Colorado Adult Literacy Act permitted the Colorado Department of Education to develop a fund for adult literacy, but no appropriation was made for that purpose. Governor Roy Romer and First Lady Bea Romer formed the Colorado Initiative on Family Literacy in 1993 with the purpose of uniting existing literacy efforts to push for family literacy. This produced The Family and Workplace Literacy Bill, which defined family literacy according to the four-component model. The bill would have provided grants for family literacy programs. A request for a $500,000 appropriation was also made to fund the bill. That money was to be administered by the Colorado Community College and Occupational Education System (CCCOES). However, the bill was not passed because opponents said CCCOES lacked the statutory authority to administer the grants program and tabled the bill.
