Any student who needs or is believed to need special education or related services in order to receive a free and appropriate public education may be referred by a teacher, parent, or other interested person. A special education referral shall be clearly distinguished from a building level referral, e.g., referral to the Teacher Assistance Team (TAT), which is a regular education process. In MCVSD schools all requests for special education referral by teachers, parents or other interested persons, e.g., pediatrician, child psychiatrist, first should be reviewed by the building's TAT. The TAT may elect to implement various appropriate interventions for a trial period in agreement with the child's parent prior to making a final decision about the need for a special education referral. Colorado's ECEA states:
