Administrators of the Fort Bowman Academy in Cahokia announced this week that their pupils scored higher than local school district children in most categories of this year's Illinois standardized exams. But the test scores are far from conclusive. And experts warn that rating the performance of any charter school is tricky, even with years of the best information. "We're not claiming victory, but I do think this is fairly good evidence of the effectiveness of our charter school," said Paul Seibert, who helps operate the school. Seibert acknowledges that the findings are preliminary. The state will not release detailed data for weeks. All information so far has been complied by the charter school, which has combed through individual student test scores. According to the school's calculations, pupils at Fort Bowman outperformed those in the Cahokia district in 24 of 30 categories, including most measures for reading, writing and math in grades three, four, five and seven. The school trails the local district in largely non-academic categories such as fourth-grade dance and drama and seventh-grade physical development.
