But in October 2004, anti-choice zealots forced Planned Parenthood sex educators out of one D-11 high school after three days of heated protest. Then, on November 1, 2004, Eric Christen, one of the most outspoken and conservative of the school board's seven members, called an impromptu press conference to announce that he planned to eject Planned Parenthood from the district and enforce an abstinence-only sex education curriculum. When the time came to discuss the future of Planned Parenthood in the school district, the opening comments pushed the debate far off message, careering into discussions of morality, abortion, and even evolution. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school. WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

On the Edge: Defusing Tensions on the Colorado River by Glenn Totten Introduction With interstate discussions of critical Colorado River issues seemingly headed for stalemate, Secretary of the Interior Gale Norton stepped in May 2 to defuse, or at least defer, a potentially divisive debate over water releases from Lake Powell. In a letter to governors of the seven Colorado River Basin states, Norton preserved the status quo of river operations for five months, giving states and stakeholders a chance to move back from the edge before positions had hardened on two key issues: (1) shortage guidelines for the Lower Basin and (2) Upper Basin/ Lower Basin reservoir operations, particularly at Lake Powell. But Norton served notice that she wants discussions on those two issues to continue, possibly outside of the annual operation plan (AOP) consultation process, which at least one observer described as unwieldy. In her letter, Norton said no adjustment is necessary in the amount of water scheduled to be released from Lake Powell for the next five months. According to the 2005 AOP, the Bureau of Reclamation (Reclamation) is to schedule releases from Lake Powell to the Lower Basin to achieve the minimum objective release goal of 8.23 million acre-feet during 2005.
