It was introduced with great success in various Caribbean islands, but has since reached the American mainland from there. The threat it is now posing to native Opuntia species in the Americas has economic, ecological and social dimensions. During the 1950s, the Commonwealth Institute of Biological Control (now part of CABI Bioscience ) facilitated the introduction of C. cactorum to the Caribbean island of Nevis, and achieved spectacular success at a cost of a mere US$1300 with year-on-year savings of $24,000. Subsequently the moth crossed 3 km of sea to the nearby island of St Kitts. CABI also facilitated its introduction to the Cayman Islands, and it was imported to Antigua and Montserrat by the ministries of agriculture of these islands. More recently C. cactorum

It also reveals the foresight of Thomas Jefferson, who considered the purchase as one of his greatest achievements. At the end of the French and Indian Wars in 1763, France lost all of its possessions in North America, dashing hopes of a colonial empire. This empire was centered on the Caribbean island of Santo Domingo and its lucrative cash crop of sugar. The French territory called Louisiana, extending from New Orleans up the Missouri River to modern-day Montana, was intended as a granary for this empire and produced flour, salt, lumber, and food for the sugar islands. By the terms of the 1763 Treaty of Fontainbleau, however, Louisiana west of the Mississippi was ceded to Spain, while the victorious British received the eastern portion of the huge colony. When the United States won its independence from Great Britain in 1783, one of its major concerns was having a European power on its western boundary, and the need for unrestricted access to the Mississippi River. As American settlers pushed west, they found that the Appalachian Mountains provided a barrier to shipping goods eastward. The easiest way to ship produce was to build a flatboat and float down the Ohio and Mississippi Rivers to the port of New Orleans, from which goods could be put on ocean-going vessels. The problem with this route was that the Spanish owned both sides of the Mississippi below Natchez.

In his address, Minister Cowen said that Ireland will prioritise work on HIV/AIDS in the development agenda of our Presidency of the EU in 2004. He announced we will host an international conference on AIDS/HIV in Dublin during the Presidency, bringing together Ministers from the EU, Eastern Europe and Central Asia to discuss the fight against HIV/AIDS on the European continent. We hope this meeting will foster a new sense of continental cooperation to deal with the epidemic in our region. Mr. Cowen also called for a new international forum, under the auspices of UNAIDS, to discuss how to deliver HIV/AIDS life-saving drugs in poor countries. I believe we need a new international forum, under the auspices of UNAIDS and its co-sponsors, where donors, developing countries, NGOs and the pharmaceutical industry can share views and practical experience. WFP and CARE have established vulnerability criteria for the targeted distributions, including flood-related and structural vulnerability factors.
