The method was first used in 1959 and led to an agreement between Quebec and the federal government over university financing (see Massey Report ). Up until then, it had been assumed that when a province chose not to participate in a shared-cost programme (conditional grant) that it would suffer full financial penalties for this choice (the citizens of a non-participating province would pay the same federal taxes as in the other provinces but would not receive the same benefits).

Extractions: On the 2nd of August 1858, Queen Victoria proclaimed that " Henceforth the wild and unoccupied territory on the North West coast of North America shall be known as British Columbia… with the capital city at New Westminster". In November of 1858, the first contingent of the Columbia Detachment of the Royal Engineers, under Colonel Moody arrived on the mainland. There objective was to establish sovereignty and build and infrastructure for a colony and a capital. The Royal Engineers contributions to British Columbia were many. From a network of roads, to surveyed and cleared lots of land for development. The Royal Engineers established institutions such as a Hospital, Library, and Gold Assay Office. Today in British Columbia we still use some of the roads and institutions that the Royal Engineers established such as Kingsway Avenue in Burnaby and Vancouver, the Royal Columbian Hospital and St. Mary's Church in New Westminster. Their crowning achievements were the network of roads that connect Vancouver, New Westminster, and Yale, through the Fraser River Canyon toward, Quesnel, Barkerville, Bella Coola and Gold Creek. These roads are even used still today. It could be surmised that, "Their British presence and authority helped to keep British Columbia - British".

Over the years the network has grown from its humble beginnings as a knowledge sharing forum for local First Nations technicians, leaders and decision makers to become a valuable strategic resource for practitioners of traditional knowledge mapping around the world. The AMN now has a mandate to support aboriginal and indigenous peoples facing similar issues, such as land claims, treaty negotiations and resource development, with common tools, such as traditional use studies, GIS mapping and other information systems.
