Although they praised the smooth and trouble-free polling and counting held on Sunday, they said the campaign running up to the vote had been marred by violence, media bias, administrative irregularities and several deaths. "We can say the election day, February 3, was acceptable but because of the violence and intimidation we cannot say that this election is completely free and fair," Sunnai Phasuk of the Asian Network for Free and Fair Elections (ANFREL) told a news conference in Phnom Penh. In the run-up to polling some 23 candidates and party activists and one poll monitor were killed in election related violence.

More than 90 minutes after the results from Sunday's vote were due to be announced, election officials told a meeting room packed with party activists, journalists and human rights workers that incomplete documents and communications problems had forced a delay until Tuesday morning. "These results are not clear enough to be released," said Samraing Kimsain, spokesman of the National Election Committee, which is dominated by Hun Sen supporters. "We want to wait for more clear information and hope to release the results tomorrow, step by step."

The prince's election gave new shape to Cambodia's developing political structure but leaves him with less direct power than he held before the coup. "I will fulfill my duty as president of the National Assembly in bringing about democracy, openness and transparency...in allowing, in particular, the representatives of the people to express their will," Ranariddh told reporters after the vote. "One thing that is very important is...(that) the people's will will be translated into concrete measures through cooperation between the National Assembly and the government," he said.
