In addition to measuring the quality of teacher practice, teacher assessment also serves to further the dialogue about what is considered good teaching practice. ASDS is involved in teacher assessment projects that are making use of new methodologies to document teacher knowledge and skill, both for formal certification and for teacher support and improvement. These include projects that address a specific need for a targeted group of teachers (e.g., certifying teachers to teach English language learners, helping beginning teachers improve their practice) as well as projects that are targeted at improving teacher quality in different academic areas (e.g., science and arts). The following year, state governor Pete Wilson pushed for and won $16 million (all figures in US dollars) for online learning, and of that, six million for CVU in particular. "We'll have a global audience," said Diane Vines, vice president of academic development for the California State University Institute who served as CVU's chief academic officer for the design and planning phase. By April of 1999, the dream lay in ruins. All that will remain is a listing of online courses and programs offered by other California institutions. Because of my operations work as an acute care hospital administrator and nurse executive, I am interested in factors that predict positive nurse workforce outcomes such as turnover, absenteeism, job satisfaction, and increased ethnic diversity. Additionally I am also interested in organizational variables and the large databases that contain many of these variables. My program of research has begun to move in the direction of health services research with a focus on nursing systems and the nurse workforce. I investigate organizational variables as predictors (length of stay, hours per patient day, skill mix, RN union), and positive patient events (patient satisfaction) and adverse patient events (medication errors, patient falls, decubitus ulcers, mortality) as outcomes. Our research team now works to incorporate secondary analyses of data from large databases to study patient and organizational outcomes (mortality, cost, staffing. shortage) as predicted by organizational (hospital ownership change, volume, case-mix) and environmental (county population of non white, urban/rural) factors.
