The term "ethnic cleansing" has entered the world's vocabulary to describe the horrifying range of human rights abusesfrom forcible expulsion to murdercommitted in parts of the former Yugoslavia in order to achieve "ethnic purity." All parties to the conflict in the Balkans have committed human rights violations, but the great majority have been perpetrated by Serb forces. Some of the worst incidents include the following: In the fall of 1991, Serb forces shelled the Croatian coastal city of Dubrovnik, an action without military justification. Throughout the course of the conflict, Sarajevo and other cities have been subjected to indiscriminate shelling. Scores of civilians have been killed or wounded by snipers and cluster and napalm bombs used by Bosnian Serb forces. Six of these cities were designated safe areas by the United Nations in May 1993. This did not stop the shelling. Beginning in the spring of 1995, entire enclaves, ranging in size from towns such as Prijedor, Bijeljina, Zvornik, and Jajce, to hamlets such as Foca and Cerska, were "cleansed" of their Muslim and Croat residents in a Bosnian Serb attempt to "purify" lands they controlled.

On 16 December the Alliance's North Atlantic Council launched the largest military operation ever undertaken by the Alliance, Operation Joint Endeavour. Based on UN Security Council Resolution 1031 , NATO was given the mandate to implement the military aspects of the Peace Agreement. A NATO-led multinational force, called the Implementation Force ( IFOR ), started its mission on 20 December 1995. IFOR was given a one-year mandate. Due to IFOR's early success, a secure environment was established. This enabled the High Representative (nominated at the London Peace Implementation Conference of 8-9 December 1995) and other organisations to start their work with regard to the implementation of the civil aspects of the peace agreement, and to create conditions in which the return to normal life could begin in Bosnia and Herzegovina. Biljana Plavsic, 70, known as the "Iron Lady of the Balkans" and president between 1996 and 1998, is expected to appear before the tribunal on Wednesday. Her attorney told CNN's Alessio Vinci that it was likely the indictment would relate to war crimes committed in Bosnia in 1992. Krstan Simic travelled to The Hague with Plavsic and says she was aware that she had been indicted "in secret" by the war crimes tribunal in 1992. It is believed that her indictment is connected to that of Momcilo Krajisnik, the former Bosnian Parliament Speaker, who was arrested in Bosnia last year and has been in custody since. Krajisnik was indicted on charges of "crimes against humanity" and "war crimes." She is expected to be in The Hague for at least a week and appear before the court several times. Simic says the her trial is not expected to begin until November 2001.

Several international officials were trapped in the Islamic community centre after up to 2,000 protestors ran amok during a ceremony held on Monday to mark the restoration of a mosque destroyed in Bosnia's 1992-95 ethnic war. The hostages included Jacques Klein, United Nations mission head, Werner Blatter, who heads the U.N. refugee agency in Bosnia and British, Swedish and Pakistani ambassadors. Jacques Klein told Reuters: "This is a sad day for the Serb republic. What is the bravery of Serb men...to stone old Muslim women?" The applause that greeted Klein's arrival provoked a furious outburst from the crowd of Serb protestors, who stormed a police cordon to attack Muslims across the road with tear gas grenades, stones and eggs.
