The previous chapter explored renewable fuels derived from agriculture and waste resources. This chapter examines direct use of alternative energy sources for either providing electricity or other energy-related services, such as daylighting, hot water, space heating, or space cooling. Dozens of states across the country are investing in the promise of renewable energy with new policies and programs designed to enhance their development. Historically, North Carolina has been a leader in the field of renewable energy. However, significant development and implementation efforts must continue in order to keep pace with national developments. In addition to educational programs, the Energy Policy Council considered measures such as renewable portfolio standards, net metering, and new incentives for renewable energy sources. As discussed in the Chapter 4 on electric utilities, electrical peak demand in the state grew 3% annually from 1980 to 2000 and is expected to slow to approximately 1.5% to 2% per year from the present through 2011 (4-6). Due to recently slower economic growth in the state, this forecast is likely to drop. While most utility representatives and regulators have expected that future generation will be provided primarily by natural gas-fired power plants, recent forecasts of higher natural gas prices may change utility planning to include coal-fired and nuclear power plants.

One source of producing energy replaces having each building individually heated by conventional means such as oil furnaces or baseboard electric heaters. The district heating system also provides the source for domestic hot water. District heating is not new. The Romans were the earliest user of the concept and applied it to heat dwellings and also to heat their renowned baths. The first modern district heating company was established in Lockport, New York in 1878 by the Holly Steam Combination Company. The company started with fourteen customers and by 1880 the system included several factories. The distribution network consisted of nearly three miles of steam piping. The early distribution lines were iron pipe, wrapped with asbestos, felt and paper buried approximately three feet in the ground in a wooden box filled with sawdust.

Renewable sources accounted for only 1% of electricity generated in 2004. Policies To achieve the 8% goal, the government is encouraging the power generating sector, consisting of Independent Power Producers (IPPs) and Small Power Producers (SPPs) to produce 1,900 MW of power from renewable energy sources. IPPs are firms which build, own and operate large power plants that generate and sell electricity to the grid, to ease the state’s power production burden. IPPs are now required to adhere to the Renewable Portfolio Standard (RPS). Under the RPS, power companies that wish to bid to supply power to the Electricity Generating Authority of Thailand (EGAT) must produce 5% of their installed energy generating capacity from renewable sources.
