Author details Abstract A central rationale for this policy shift is to increase the use of private hospital services and thereby reduce pressure on public inpatient facilities. However, the impact of this reform process on regional Australia has not been addressed. An analysis of previously unpublished Australian Bureau of Statistics data shows that regional Australians have substantially lower levels of private health fund membership. As a result, regional areas appear to be receiving substantially less federal government health funding, compared with cities, than if these funds were allocated on a per-capita basis. We postulate that the lower level of membership in regional areas is mainly due to the limited availability of private inpatient facilities, making PHI less attractive to rural Australians.

A Brief Description of the Higher Education System in Australia In the last twenty years, the higher education sector in Australia has undergone tremendous changes in terms of organization, supervision, participation, and financing. From the early 1970s through 1988, tertiary education in Australia was made up of three separate sectors: universities, colleges of advanced education (CAEs) and technical and further education schools and was overseen by the Commonwealth Tertiary Education Commission. In 1988, new policy directions were announced in a government White Paper and the binary line between universities and CAEs was abolished. The two sectors were replaced with a new single, combined sector, the unified national system of higher education. It is this higher education system together with vocational education and training that makes up what is considered the “tertiary education sector” in Australia. New advisory mechanisms were also set up including the National Board of Employment, Education and Training and four subsidiary councils whose role was to provide coordinated, independent advice to the Australian Minister for Employment, Education and Training. These mechanisms had a more limited role than the Commonwealth Tertiary Education Commission given that the Department of Employment, Education and Training (renamed the Department of Education, Training and Youth Affairs in 1998) held primary responsibility for policy making, program delivery and grant administration. Finally, in March 2000, legislation to abolish the Board and three of its four councils came into effect. Only the Australian Research Council was allowed to continue.

Since 1996, the Trust has invested much needed funds to help local communities deliver cleaner beaches, healthier waterways, less air pollution, more productive agricultural land and save our threatened species. In the May 2001 Budget the Australian Government extended the Natural Heritage Trust for a further five years, from 2002-03 to 2006-07. The extension of the Trust provided an ideal opportunity to review the success of the program to date and to determine its future direction.
