The Council was established in 1984 as the peak Aboriginal land and heritage body in the region. The vision statement of the GLSC is "to consult with and effectively represent Aboriginal people within its region, particularly with regard to the achievement of meaningful native title outcomes as well as other land justice initiatives, while performing its functions under the Native Title Act 1993" (GLSC Annual Report 2002-2003 p.16). The GLSC was re-recognised as the native title representative body for an area that extends from Wiluna (on the edge of the Great Central Desert) to Esperance on Australia's south coast on 1 July 2000. The GLSC also has jurisdiction over the sea adjacent to its south coast boundary, extending to the edge of Australia's Exclusive Economic Zone.

Few have examined, in comparative terms, what the combined effects of births, deaths, and migration mean for regional differences in the speed of ageing and onset of natural decline, or the associated social, economic, and political implications (see Hugo 1999; Felmingham, Jackson and Zhang 2002). Reflecting this deficit, most considerations of population ageing in Australia have a strong national focus, with the media regularly reporting that, for example, 'Australia's population of workforce age will rise until 2015 and stay constant after that' (Steketee 2001: 11). Such pronouncements ignore the implications of the marked differences in this indicator projected for each state and territory.

Design and setting: An analysis of testosterone prescribing over the past 11 years according to products and region, determined by Pharmaceutical Benefits Scheme (PBS) expenditure in Australian states and territories. Main outcome measure: Patterns of monthly PBS expenditure on injectable, oral and implantable testosterone products from 1 January 1991 to 30 December 2001, classified by state or territory. Results: Conclusion: The two striking upsurges in testosterone prescribing despite no convincing new evidence to justify them appear to reflect promotional activity to prescribe testosterone for older men, rather than overcoming the underdiagnosis of androgen deficiency related to pituitary or testicular disease in younger men. The curtailments after the introduced restrictions to PBS prescribing for older men without overt androgen deficiency were partial and temporary, suggesting that such regulatory barriers are only partly successful in counteracting the commercial and populist pressure driving excessive testosterone prescribing. Professional and community education is needed for appropriate diagnosis of genuine androgen deficiency in younger men, while discouraging unproven testosterone treatment for ageing men.

They include MARC country and geographic area codes for states and territories in Australia requested by the National Library of Australia. From 1972 until the adoption of USMARC as the national standard in 1991, Australia had its own MARC specification, AUSMARC, that included more specific country codes for states and territories. The National Library of Australia has continued to use these more specific codes in its national bibliographic database for the ability to retrieve data by state and territory jurisdiction.
