Such a contrast - Southside's 852 instances of corporal punishment to Batesville's 80 - is a perfect illustration of the contrasting philosophies on the application of the "board of education" to the "seat of learning" in Arkansas, which leads the nation in school spankings according to a national report. While most area schools reported more paddlings being given to junior high students than older and younger pupils, Batesville Junior High gave no paddlings in 1996-97 according to Department of Education figures and has almost never paddled for the past several years, principal Harry Crossett said. "We don't use corporal punishment in the junior high building," Crossett said. "Saturday School is much more effective, and from a legal standpoint, it's a lot less complicated as well."

William David Tranbarger and Nova Smith Tranbarger, were both enrolled in the high school division. Russell and his sister, Judy Tranbarger Bible, who was too young to attend the academy when the family lived in the front apartment of the old administration building, visited the campus this past summer. Russell Tranbarger and Judy Tranbarger Bible stand in front of a picture of their father and mother, who both graduated from the academy in the Class of 1948. The Tranbarger boys apparently had some time on their hands occasionally when they were young students here. Russell recalls the day the smell of peanut butter got the best of them and they sneaked into the school store, took a supply of peanut butter and crackers (which were manufactured on campus under the supervision of Mrs. William Hall), and took their treasure to the old swimming pool to eat. Unfortunately for them, Mr. York Stewart was watching from his dorm window. Mr. Stewart gave them a whipping, then summoned their mother, who whipped them again. When their father got home they got their third whipping in one day.

Significant efforts have been made by some companies to control expenses in areas such as personal transportation, tax reimbursement, moving and storage, furniture, real estate and lease assistance, meals, lodging and auto. Regretfully, since schools are a sensitive issue and very few international relocation managers consider themselves to be school experts, schooling frequently continues to be an area of high cost with little control on the part of the corporation. Many corporate international relocation policies continue to read like blank checks in the area of schooling for dependents. Typical policies indicate that the company will pay registration fees, tuition, books and local transportation costs reimbursed for children attending grades K-12. Boarding school costs are paid if the family deems local schooling options to be inadequate. While such policies on the surface seem perfectly reasonable, they can be quite costly. We have examined many situations where families with children enrolled in very average public school systems in the United States expect the company to pick up the tab for the most elite private schools on their new assignment. The numbers can be staggering. We know of many cases where families have submitted and have been granted schooling reimbursement in excess of $60,000 per year. This seems particularly wasteful when in some of the cases a less expensive alternative would have been better for the dependent children in terms of their transition back into U.S. schools and universities.
