Extractions: Caribbean Islands Caribbean Islands Britain's experiments in federation in its West Indian colonies had long been frustrated by regional insularity and parochialism. Regional cooperation increased during World War II, however, owing to the threat of a common outside enemy. The Anglo-American Caribbean Commission, established in 1942, played an important role in further regional integration efforts. The Second West India Conference in 1946 also was considered a landmark in international and regional cooperation because it provided the dependent territories their first opportunity to participate in a multilateral meeting aimed at forging joint policies with Britain and the United States. Because of decolonization plans, Britain placed renewed emphasis on political and economic federation in the postwar era (see Political Independence, ch.1). Its resources drained by the war, Britain began promoting self-government within the Commonwealth in general, a long process that involved gradually granting the West Indian islands autonomy and then independence. The formulas of federation and associated statehood (see Glossary) were ways of solving the British problem of establishing a system that maintained regional order after independence. Nevertheless, the small size of the British West Indian islands and their populations, their lack of resources, and their dependence on outside markets made the decolonization process especially difficult.

A history of violations of federal solid waste requirements at the landfill has created problems that EPA believes may pose an imminent and substantial endangerment to public health and the environment. By signing the proposed order B technically called an "Administrative Order on Consent" the Virgin Islands government and the Port Authority have pledged to make improvements to the landfill to reduce any risks posed. Extractions: In recent years archaeological expeditions led by David Watters of the Carnegie Museum of Natural History, James Petersen and John Crock of the University of Vernmont have revealed the Fountain Cavern to be not just a geological wonder, but also a shrine rich in religious history. It was a ceremonial site for the Amerindian population of Anguilla and possibly those on nearby islands. Archaeological researchers clearly believe that the Fountain has potential to become a tremendously important facility for interpreting the culture of the Amerindian peoples of the Caribbean. The major focus within the Cavern will definitely be the majestic petroglyphs found inside. A site with so many well-preserved cave petroglyphs has not been identified anywhere else in the Lesser Antilles. Within the Fountain Cavern there are significant petroglyhs of the Arawak god "Jocahu". The top section of a giant sixteen foot high stalagmite situated adjacent to one of the pools of spring water has been carved into an enormous head thought to represent the Taino Creator - God "Jocahu". “Jocahu”was revered by the Amerindians, as the "Giver of Cassava", one of their staple crops.
