This ERIC Digest treats constitutional foundations of Congress, development of Congress, and World Wide Web resources for teaching about Congress. CONSTITUTIONAL FOUNDATIONS Disagreements about the structure, functions, and powers of Congress were prominent at the Constitutional Convention of 1787. Two proposals, the Virginia Plan and the New Jersey Plan, framed debates about Congress. In response to the impotence of Congress under the Articles of Confederation, both plans were designed to increase the power of the national government, including Congress. The Virginia Plan called for a two-house legislature: one to be elected by the people and the other to be chosen by the first house. The plan also called for proportional representation based on the population of each state. Delegates from states with small populations vehemently opposed the Virginia Plan because it diminished their power in Congress relative to the states with large populations. According to the New Jersey Plan, each state would continue to have equal representation in the unicameral Congress of the United States.

The AA/PI population is expected to double in the next 25 years. About 54% of AA/PIs live in western States, especially California and Hawaii. 18% live in the Northeast, 17% in the South, and 11% in the Midwest. The AA/PI category is extremely diverse, with about 43 different ethnic subgroups. While the majority of AA/PIs were born outside of the U.S., a large proportion of Chinese and Japanese Americans are 4th and 5th generation Americans. Since the mid-1960s, the AA/PI population has grown rapidly with high rates of immigration from China, India, the Philippines, Korea, Vietnam, and Southeast Asia. Most Pacific Islanders are not immigrants, but are descendants of the original inhabitants of land taken over by the United States Hawaii, Tonga, Guam, American Samoa, the Northern Mariana Islands, the Marshall Islands, the Caroline Islands, and Palau. AA/PIs speak over 100 languages and dialects, and about 35% live in households where there is limited English proficiency in those over age 13. Some subgroups have more limited English proficiency than others: 61% of Hmong-, 56% of Cambodian-, 52% of Laotian-, 44% of Vietnamese-, 41% of Korean-, and 40% of Chinese-American households are linguistically isolated.

The seminar is being held in Havana, Cuba, on May 23 to 25, 2001. I am very appreciative of the invitation to participate in this U.N. seminar, said Faleomavaega. For too many years American Samoa and other U.S. territories have been used to score political points against the United States when the real issue has nothing to do with territorial governance. I am pleased to have the opportunity to convey in no uncertain terms our support of the United States and the inaccuracy of referring to the U.S. territories as colonies. In a letter to Governor Tauese concerning the U.N. seminar, the Congressman noted, Over the years, the United States has always been severely criticized by certain members of this Special Committee for continuing a policy of suppression and denying our people the right to greater self-government and to adhere to the principles of self-determination. You and I know that such allegations are not true, but it is part of the political arena within the United Nations, and it is for this reason that our State Department has even refused in the years past to even participate in such seminars and meetings.

Today, 80 former colonies have become independent, sovereign countries, which now constitute two-thirds of the Member States of the U.N. This progress has been facilitated by the U.N. Trusteeship Council and the work of the U.N. Special Committee on Decolonization, the C-24.
