Fourteen of them, together enrolling more than 1,800 students, are briefly described here. As distinct from one another as Alaska is from Florida, the schools have as few as nine and as many as 600-plus students. They emphasize subject areas from hard sciences to fine arts. Math Matters at a glance: Math Matters in Mat-Su is an intensive mathematics instruction program for K-12 students. Although the program is designed for students who need improvement on the math portion of the high school graduation qualifying or benchmark exams, the program is open to any student. The Matanuska-Susitna Borough School District is the third largest district in Alaska, with a total enrollment of 12,600 students. Gatto pre-filed HB 1 calling for an increase to the Base Student Allocation (BSA) from $4,169 to $4,589. This increase covered the inflation costs for one-year and was below the number ($4,880) recommended by the Governor. HB 1 was amended by the House Special Committee on Education to increase to a BSA of $4,896. House HESS increased the BSA to $4,919, which meant inflation was covered ($24 million), the increased costs of TRS/PERS ($38 million) was covered and there would be $8 million of new monies for instructional programs. Senator Wilken offered an amendment to HB 1 in Senate Finance that made the BSA $4,733 (covering inflation plus $8 million) unless a defined contributions retirement plan was passed, in which case the BSA would be returned to the $4,919 level. On May 23 rd the DC plan (SB 141) was passed by the Alaska State House on a 21-18 vote and the increase to $4,919 through House Bill #1 passed the next day. This number is still inadequate for Alaskas schools and one must continue to ask why last year (with a $50 million surplus) Alaskas schools received an $82 million increase to K-12 funding, while this year (with more than $560 million in surplus) the increase was $12 million less. This makes no sense.
