Extractions: July 12, 2004 Contact: HHS Press Office Overview: Life expectancy and overall health have improved in recent years for a large number of Americans, due to an increased focus on preventive medicine and dynamic new advances in medical technology. However, not all Americans are benefitting equally. There are continuing disparities in the burden of illness and death experienced by African Americans, Hispanic Americans, Asian Americans/Pacific Islanders, and American Indians/Alaska Natives, as compared to the U.S. population as a whole. The U.S. Department Health and Human Services (HHS) has launched programs that attack health disparities directly. HHS has launched programs that engage racial and ethnic minority communities in the fight against specific diseases and conditions that have a major impact. HHS has worked to ensure that programs that are not minority-specific, but which serve large numbers of Americans, are systematically looking for opportunities to prevent, screen, diagnose, refer for follow-up care, and treat health conditions that have a disproportionate and adverse impact on minority populations. Extractions: The Senate began debating Medicare prescription drug benefit legislation (S.1) on June 15 while the House began markup of its prescription drug proposal. Direct-to-consumer advertising is expected to be a matter of concern among those in Congress that believe advertising causes the price of prescription drugs to rise. Senator, and Presidential aspirant, John Edwards (D-NC) has indicated that he may introduce an amendment to the Senate legislation that would place more restrictions on DTC ads. Possible new rules would require even more disclosures as to the side effects of drugs and require ads contain more information about cheaper drug alternatives. The bill would repeal a Bush Administration rule relating to the required review by the FDA General Counsel of any regulatory letters sent to advertisers. Jeff Perlman, AAF EVP-government affairs said in his alert to club members in the Carolinas and Iowa that “Prescription drug advertising already is the most regulated form of advertising, and the Edwards' proposal would represent a dramatic setback in the effort to protect commercial speech.”
