UK is: To make a measurable contribution to the reduction of drug, solvent and alcohol abuse and violence throughout the UK by educating children about the consequences of drug misuse, providing them with the means to resist the temptation to experiment and mobilising the support of the whole community in this endeavour. The Programme: D.A.R.E. in the UK was established in 1994 as a life skills-based Drug Prevention Education Programme for 9 to 11 year olds. 14 1-hour weekly lessons include topics such as consequences, building self-esteem, assertiveness, managing stress, reducing violence, media influences, making decisions about risky behaviour and positive role modelling. The programme focuses sharply on the development of personal skills, attributes and strategies needed to resist the constantly increasing pressure to experiment with drugs, including alcohol, tobacco and solvents.

Dr. Gary Wadler, a New York University School of Medicine professor and lead author of the book "Drugs and the Athlete," has also won the International Olympic Committee President's Prize for his work in the area of performance-enhancing drugs in competitive sports. He joined us to address the issue of designer drug use. Designer drugs are a class of drugs that are frequently associated with all-night high school and college underground dance parties commonly referred to as "raves," known for their dance music and drug experimentation. These dangerous drugs are created by changing the molecular structure of an existing drug to create new drugs with similar pharmacological effects. "Designer drugs came into vogue to get around the Controlled Substances Act," says Wadler, "a federal law that banned the routine sale of drugs such as amphetamine and methamphetamine." Prepared by "underground chemists," known as "cookers," designer drugs can be injected, smoked, snorted or ingested. By the mid-1980s, many of the designer drugs were added to the Drug Enforcement Agency's list of controlled substances.

On Saturday, the G-8 released a statement which "warmly welcomed" the April 10 peace settlement for Northern Ireland. "We commend all those involved in achieving an outcome which reflects the fundamental aspirations of both parts of the community in Northern Ireland and secures their rights," the statement read. The G-8 statement also said the group realized the agreement had to win the endorsement of the people in the North and in the Republic of Ireland.

Call me a cynic, I accept there will be individual success stories, but I do not see how they will be fully eradicated. There will always an incentive to cheat in sport. The professional era has seen to that. A study conducted before the Sydney Olympics showed an amazing 52 percent of world-class athletes admitted they would take a pill that would make them invincible. And they said they would do it with the prior knowledge that it would eventually lead to their deaths. The drugs testers seem to be on the brink of a rare victory. Printable Version Download PDF Cite this Page One of the most exciting sports stories in recent years was the attempt to break Roger Mariss single-season home run record in baseball. On September 8, 1998, Mark McGwire of the St. Louis Cardinals made history by hitting his sixty-second home run. The popular McGwire, who finished the season with seventy home runs, was widely celebrated for his feat. Some sports events and organizations have banned the use of certain drugs and have implemented programs to test for such substances. The IOC was one of the first organizations to do so. After cyclists believed to be taking amphetamines collapsed and died at the 1960 Olympics and the 1967 Tour de France (not an Olympic event), the IOC established a medical commission and developed a list of banned substances. It began drug testing of contestants at the 1968 Olympic Games. Since then the IOC has continually expanded the list of forbidden substances, which include stimulants, narcotics, steroids, and masking agents (substances meant to hide banned drug use from urine drug tests). Perhaps the most famous Olympic drug test came after the 100-meter dash at the 1988 Summer Olympics in Seoul. Canadian/Jamaican sprinter Ben Johnson set a world record of 9.79 seconds, but had his gold medal stripped from him when he tested positive for anabolic steroids. Johnson eventually was banned for life from track and field competition. But many believe that Johnson was not the only athlete to abuse drugs. Robert Voy, chief medical officer of the United States Olympic Committee from 1985 to 1989, concluded that the only thing that separated Johnson from a great number of others who competed in Seoul in a vast variety of sports is simple: He got caught.

A review of sports history reveals that drugs and sports have gone hand-in-hand for centuries, and surprisingly, drugs have only been banned from the Olympic Games since 1968. Explains Ivan Waddington in his book Sport, Health, and Drugs , Performanceenhancing drugs have been used by people involved in sport and sportlike activities for some 2,000 years, but it is only very recently (specifically, since the introduction of anti-doping regulations and doping controls from the 1960s) that this practice has been regarded as unacceptable. In other words, for all but the last three or four decades, those involved in sports have used performance-enhancing drugs without infringing any rules and without the practice giving rise to highly emotive condemnation and stigmatization. This shift from tolerating doping in sports to testing athletes and ostracizing drug cheats has been driven by several factors. Perhaps most important, technological advances in performance- enhancing drugs, beginning in the 1950s, have bolstered the contention that drug use threatens the integrity of sports. Another motivation behind the shift has been to deter athletes from using illicit substances with unknown health effects.
