Joachim Weyl, who worked with Mina Rees at the Office of Naval Research (ONR), stated in a 1970 article in Science that, "Any respectable description of what Mina Rees has done, rather than an enumeration of the positions she has held, will inevitably read like a concise history of American mathematics during the last few decades" [38, p. 1149]. Mina Rees is most widely known for her contributions to the development of computers during the 1950s. However, her work at the Office of Naval Research affected almost every corner of higher education and government policies on the support of scientific research. Lynn Osen states that: "Support of research enterprises in the midst of the hot and cold wars of the mid-twentieth century represented a major and meaningful demonstration of Rees' ability to balance the theoretical and practical aspects of science" [18, p. 154]. This paper will give a brief account of Rees's life, with particular attention being paid to the history of the U.S. government's role in funding research in the mathematical sciences and Rees's role therein, from the start of official involvement of mathematicians in the war effort in 1946 to Rees's retirement from ONR in 1953.

She received her Ph.D. in Mathematics at the University of Chicago in 1931. She served as a presidential appointee to the board of the National Science Foundation from 1964 to 1970. In 1970, she was the Chairman of the Council of Graduate Schools in the United States. She was the first woman president of the American Association for the Advancement of Science in 1971. It is for a good reason that the word "antebellum" exists in the English language. To most people the word may suggest hoopskirts at Tara, but its real function is to point out that wars change lives. Though publicly cited and loaded with honors by the scientific, educational, and military establishments, both in their lifetimes and posthumously, none of these women are known to the larger community. A library at CUNY Graduate School is named after Rees. The U.S.S. Hopper, a guided missile destroyer, plies the waves. Sears also has a Navy vessel named for her. On the other hand, at least to my generation of mathematicians, Rees and Hopper are well known for their postbellum accomplishments. Of Mina Rees, it used to be said that if you had a contract from the Office of Naval Research, then basically you had her to thank for it. One remembers Grace Hopper for FLOWMATIC, the (arguably) first business language-oriented compiler, or for her great influence as a member of the committee that specified COBOL. All four women came to the war effort with PhDs. Mary Sears was trained in planktonology: Harvard, 1933. Florence van Straten in physical chem-istry: NYU, 1939.
