At one point, the City of Torontos sewage sludge pellets were also on fire, followed directly by the tempers of nearby residents. One sunny July day, Gord Weir, Fire Chief for the rural municipality of Clarington, just east of Toronto, was alerted to a fire. Neighbors were complaining about a horrid odor from piles of sewage sludge pellets, which were smoldering in a field where they had been dumped for storage. Apparently, the City of Torontos sewage sludge pellets had undergone spontaneous combustion, a process where the microbial activity in the pile caused the pellets to heat to the point of burning. Research indicates that this phenomenon is not unusual. Sewage sludge pellets tend to be self-heating, according to reports from the US National Fire Protection Association (NFPA) and may constitute a fire and explosion risk according to the National Occupational Health and Safety Association. Kiyoshi Oka, of Torontos Works Department, confirmed that the pellets had been heating up in the storage silo at the Ashbridges Bay Treatment Plant on Torontos lakeshore and that the City staff had been forced to remove the pellets from the storage silo to prevent an explosion or fire.

Biosolids beneficial use program The City of Toronto owns and operates the Ashbridges Bay Treatment Plant (ABTP), an 818,000 m /day secondary treatment wastewater treatment facility bounded by residential, recreational and commercial areas and Lake Ontario. Primary and secondary sludges removed at the ABTP are anaerobically digested and dewatered using horizontal centrifuges, generating approximately 50,000 dry tonnes annually of dewatered biosolids, with a solids concentration in the range of 25-30 percent; most of this was incinerated. In the Fall of 1998, the City decided that incineration was no longer an acceptable method of biosolids disposal, and embarked on a search for alternative disposal methods that could be classified as beneficial. Various biosolids beneficial use alternatives were investigated, including alkaline stabilization, direct application of dewatered product to agricultural land, composting, and pelletization. With the active participation of the public through a Biosolids Multi-Stakeholder Committee, two options were selected for implementation - application to agricultural land and pelletization.
