Extractions: The Division of Radiological Health is responsible for protecting Tennesseans and the environment from the hazards associated with ionizing radiation. This responsibility encompasses regulating the use and possession of radioactive materials and radiation producing machines within the state, as well as responding to accidents involving radiation. In addition, the Division monitors the environment for radiation, especially around nuclear facilities and other major radioactive material users. The Division is comprised of four sections as follows: The Licensing/Registration/Planning Section licenses medical, academic, and industrial facilities to possess x-ray equipment. A license is issued only upon demonstration by the applicant of the adequacy of required radiation protection programs to protect workers, the public, and the environment from any hazards of radiation presented by the proposed use of the radioactive material. It occurs naturally in the earth, but can become a problem when it builds up indoors. Radon is the second leading cause of lung cancer. The radon program provides information on health risks from radon, testing for radon and mitigation of elevated levels of radon. Low cost test kits are available for citizens of New York State. Radiation Producing Equipment (X-ray machine) Registration Ionizing radiation (x-ray) producing equipment used in the healing arts or in educational institutions must be registered with the appropriate agency. X-ray facilities operating in New York City must register with the New York City Department of Health and Mental Hygiene's Office of Radiological Health (ORH). Registration information can be obtained from ORH by calling 212-676-1580. X-ray facilities operating outside of New York City must register with the New York State Department of Health's Bureau of Environmental Radiation Protection (BERP). Registration information can be obtained from BERP by calling 518-402-7570. The owner/operator of the x-ray equipment is solely responsible for the registration of their x-ray equipment.

By Carol Rados Each day when people put in their contact lenses, test their blood sugar levels, turn on their TVs, cook their meals, or punch a button on their cell phones, they are using products regulated by the Food and Drug Administration's Center for Devices and Radiological Health (CDRH). The CDRH protects Americans with safeguards that enable them to go about their daily lives knowing that these medical devices and radiological products are reasonably safe to use and that they work as intended. By way of distinction, some radiation-emitting products, such as X-ray machines and computed tomography (CT) scanners, are medical devices because they are used in medical procedures. Other radiation-emitting products, such as TVs and microwave ovens, are not used medically, and therefore, are regulated by the FDA under a different law. Medical devices are classified and regulated according to their complexity and degree of risk to the public. For example, devices that are life-supporting, life-sustaining, or implanted, such as pacemakers, must receive FDA approval before they can be marketed.

Radiological Health Radiological Health Program The Radiological Health Program (RHP) is mandated to control the uses of radiation and to protect the public health and safety and the environment from inadvertent and unnecessary radiation exposure. This is accomplished through registration of radiation (x-ray) machines, licensing of radioactive materials, inspections, and enforcement actions, where required, to ensure regulatory compliance. The RHP regulates the use of both radiation machines and radioactive materials. Radiation machines are used by dentists and veterinarians, and in hospitals, mammography facilities, and other medical, academic and industrial facilities. Radioactive materials are used primarily by radiologists in hospital nuclear medicine units, but also by other qualified physicians and radiographers and qualified radioisotope users in the manufacturing and construction industries, academia and other authorized locations. Additionally, RHP staff health physicists assume the responsibility of Radiation Accident Assessment coordination, analysis, communication, and field team surveyors in response to any actual or staged emergencies at either the Calvert Cliffs Nuclear Power Plant (Maryland) or Peach Bottom Atomic Power Station (Pennsylvania). Designated radiation staff health physicists also respond to any industrial, medical or transportation radiation accident or serious incidents involving radiation.

The CDRH also oversees the radiation safety performance of non-medical devices which emit certain types of electromagnetic radiation , such as cellular phones and microwave ovens CDRH splits medical devices into three classes with different regulatory requirements: Class 1 includes everyday items such as toothbrushes which are unlikely to cause serious consequences if they fail. Manufacturers are required to follow what are called "general controls" which closely match ISO 9000 requirements. In addition to the general controls, Class 2 devices require an approval that is referred to as a "510k" after the relevant section of the Food, Drug and Cosmetic Act. The intent of this class was for new manufacturers of devices that already existed when the rules were established. A class 2 device is required to be "substantially equivalent" to existing devices. The class is now used for "medium risk" devices such as demineralized bone powder used for reconstructive surgery, which is officially substantially equivalent to Plaster of Paris , a much older product that was used for the same purpose. This equivalence is used when the FDA does think a full approval process with extensive clinical trials is inappropriate.
