I am pleased to share some reliable and important information and reports of Hmong and Lao refugees in Thailand and returnees in Laos to you and other officials of the UNHCR as follows: 1. Mr. Kou Yang, a leader of more than 1,153 Hmong returnees in Ban Phan Thao, Van Vieng repatriation site, Northern Vientiane, Laos, declared in his letter of March 25, 1997, that officials and employees of the UNHCR and the Communist Lao government did not provide adequate food, assistance and other basic human needs for returnees in Laos. Mr. Kou Yang stated: In Laos, I talked about and planned to request humanitarian assistance and support from the United Nations, such as supplies to develop agricultural projects, hospital buildings, medical needs, and the way to raise chickens, ducks and transportation construction. The United Nations and the Communist Lao government have promised to provide these projects to help Hmong and Lao returnees in Laos.

More than half (1,290) originate from Afghanistan, 709 from NIS countries (including 188 from Chechnya, Russian Federation), 318 from African countries, and 120 from the Middle East. Most recognised refugees reside in the cities of Kyiv, Kharkiv and Odesa.
