He was made a member of the Politburo in 1980 and general secretary of the Communist party in 1985. Gorbachev immediately undertook a campaign against corruption and economic mismanagement in the party bureaucracy, launching the drive for glasnost (openness). In 1987, Gorbachev announced proposals for economic perestroika (reconstruction) with the aim of decreasing the authority of central government and promoting democracy. The industrial sector was modernized and encouraged to become self-sufficient. Gorbachev withdrew the Soviet army from Afghanistan in 1988-89, initiated the end of the Cold War with the West, and signed the INF treaty with the US in 1988 to dismantle nuclear arms in Europe. These moves raised his status with Western leaders, but at home he was not so fortunate. He was elected to the newly created post of president of the Soviet Union in 1990, but the failure of his agricultural policies, the continuing weakness of the Soviet economy, and the desperate shortage of consumer goods rendered him increasingly unpopular, and he was further criticized for using military forces to suppress unrest in Lithuania in 1991.
