This is the full text of the Statement given by H.E. Mons. Carlos Felipe Ximenes Belo at his meeting with the press at the Nobel Institute in Oslo on 9 December 1996. I am very grateful to the Nobel Peace Prize Committee for awarding me this prestigeous prize. I regard it as a precious gift to all those people in East Timor who long for and work for justice and peace in their hearts, in their families, in their villages and towns and in their regions. The Peace Prize is also for all Indonesians, whether individuals and groups, who strive for attaining and deepening peace and justice. I must admit that when I received the news of being bestowed this honour, it was with mixed feelings. From now on, maybe the international community no longer would regard me first and foremost as a Bishop to his flock, but rather more as a Nobel Peace Prize awardee, a political figure. But a Bishop is what I am, and a Bishop is what I will be. What is a Bishop's tasks? First and foremost a pastoral and spiritual task. He is to be solicitous for all Christ's faithful entrusted to his care, whatever their condition or nationality. He is to show a particular apostolic spirit to those who, because of their particular circumstances, are more in need, both spiritually and socially. In this, the Catholic Church is guided by the Social Doctrine of the Church, painstakingly developed over the centuries but in particular during our own century.

The ex-bishop told Ponto Fina in Macau his possible candidacy would, however, depend on the green light from the Holy See. "A probable candidature must be independent , outside of [political] parties, and only with the support of the people," Belo was quoted by the newspaper in a report published on Wednesday. Belo, who is known for his lively temperament, also said he thought, on the other hand, that "maintaining Xanana Gusmao in the presidency would be ideal." Jose Alexandre "Xanana" Gusmao became East Timor's first freely elected president in May 2002, when the half-island recovered its independent statehood from nearly three decades of temporary rule by the UN, brutal military occupation by Indonesia and four centuries of Portuguese colonialism. Gusmao, who in 2002 garnered 82.7 per cent of the votes, said earlier this year he would not run for a second five-year term because he was "tired." The next presidential election is slated for 2007.

Many people talk about reconciliation but unfortunately we do not have comprehensive, complete justice yet. A commission, which in Portuguese we call Comissão de Acolhimento, Verdade e Reconciliação , similar to the South Africas, is being established. My hope is that all political parties and sections of society will have enough humility to cooperate with that Commission. Some political leaders propose general amnesty, but the people want something different. They should listen to the people! Because the voices coming loudly from the ground are demanding justice. They dont understand amnesty or its purpose. If theres amnesty, who should offer it? If its given, some will try and take the law into their own hands. Amnesty will never work. So justice and truth must be upheld. If someone has done wrong, thats wrong. If someone has not done wrong, then he has nothing to answer for. Should reconciliation and justice go together?

In 1975 Indonesia took control of East Timor and began systematically oppressing the people. In the years that followed it has been estimated that one-third of the population of East Timor lost their lives due to starvation, epidemics, war and terror. Carlos Belo, bishop of East Timor, has been the foremost representative of the people of East Timor. At the risk of his own life, he has tried to protect his people from infringements by those in power. In his efforts to create a just settlement based on his people's right to self-determination, he has been a constant spokesman for non-violence and dialogue with the Indonesian authorities. Ramos-Horta has been the leading international spokesman for East Timor's cause since 1975. Recently he has made a significant contribution through the "reconciliation talks" and by working out a peace plan for the region. In awarding this year's Nobel Peace Prize to Belo and Ramos-Horta, the Norwegian Nobel Committee wants to honour their sustained and self-sacrificing contributions for a small but oppressed people. The Nobel Committee hopes that this award will spur efforts to find a diplomatic solution to the conflict in East Timor based on the people's right to self-determination.
