Secretary-General Kofi Annan said the United States was hurting the world body's peacekeeping efforts by refusing to pay its dues when he spoke to about 4,000 people at Rice University on Thursday. He said the United States' indebtedness to the United Nations, which now totals $1.5 billion, was also poisoning international relations. "By withholding the payments the U.S. is provoking friends and foe alike," Annan said. "U.S. behavior is destroying trust among nations and this is a very serious charge." Annan said the United Nations had been unable to repay nations such as Fiji and Bangladesh for providing soldiers for peacekeeping operations in the western Sahara, which in turn made it difficult to call on them for other operations. "It does impede on our ability to function," he said.
