This post by Chris Bruce comparing Soviet-style central planning with environmetal decision-making (the first of four planned posts on the subject) is of particular interest, and I look forward to reading his final take (and perhaps commenting on it as well). Extractions: Advanced Search Environmental economics deals predominantly with the concept of externality, public goods or spillovers; an issue that pervades current agricultural policy. The development of incentives for the supply of desirable public goods (e.g. natural heritage and animal welfare), and conversely to discourage or regulate production of negative impacts (e.g. diffuse pollution, plant or animal diseases) is a central theme of current agricultural policy across the OECD. A starting point is the process of uncovering these impacts and revealing their true worth in monetary terms. With this information it is often possible to develop projects and inform policies that place these non-market impacts on a level playing field with other more-easily measured outputs. The idea here is to formulate policy on a robust evidence base that delivers value for money using the widest definition of social value or wellbeing. As such, the research work of the environmental economics team concerns the measurement of the publicâs demand for non-market goods, cost-benefit and effectiveness analysis, and the development of regulatory instruments and incentives for environmental management.

Resource trade-offs among competing energy and environmental resources require a fine appreciation of the interplay of technical, economic and legal issues within a management framework. Assisting clients to evaluate trade-offs which foster the wise allocation of resources is the primary mission of Resource Decisions. To accomplish this mission we apply a wide range of economic and decision-making tools. Such tools include cost-benefit analysis, decision analyses, regional analysis and non-market valuation. All of these tools are applied using a practical, common-sense approach. At Resource Decisions, client service is paramount. Analytic tools are viewed as means for accomplishing client-specified objectives, not as ends in themselves. Sometimes formal decision-making tools are useful in helping clients to better define problems and their trade-offs. But client objectives, not the tools, guide the analysis.

Research includes a debate about the possible design of ETR and assessment of its economic, social and distributive effects. The Platform for environmental fiscal reform in the Czech Republic was set out in 2002. Environmental accounting, SDI and evaluation of sustainable development strategy . It includes assessment of economic indicators of sustainable development and the economic inter-linkages of Sustainable Development Indicators. This work includes a contribution to the composition and analysis of material flow account, balance and related indicators. The unit collaborates on the relevant analysis within FP5 RTD EC project MOSUS (2003-2005) on modelling sustainability. Research also includes activities on assessment of the integrated environmental and economic accounting system mainly based on the SEEA-2003, and analysis of stocks and flows of subsoil assets. The Environmental Economics Unit builds scientific capacity in the Czech Republic via the Platform on Environmental Fiscal Reform as well as many organised seminars and round tables.
