Whether it makes it into law depends on President Bush. The bill represents what amounts to an emerging national consensus on energy and the environment that to become more energy-independent and to combat climate change, the United States needs to "do it all.' That is, we need to produce more domestic oil and gas in the short run, but also conserve energy and invest in cleaner and more efficient alternatives that could displace fossil fuels in coming decades not to mention restoring U.S. leadership in cutting-edge technology.
