We expect reusable, interoperable building blocks to help create a thriving mobile robot industry. The RETF is not a research group nor is it attempting to demo a specific mobile robot scenario. The RETF defines specifications for software building blocks. While the focus is on software, some specifications identify key hardware features or instances of compatible hardware (e.g. actuators, sensors, motors, or communication interfaces). Some building blocks are software only with no need to specify hardware. The RETF produces and maintains the specifications. Individuals produce and maintain their own implementations. The RETF observes working implementations as validation of the specifications. The RETF encourages implementations to be open source, but individuals writing code determine the fate of their own work. Working code and rough consensus guide decisions to work on particular building blocks and to resolve differences of technical opinions about those building blocks.

While this is certainly a very positive move on Microsoft's part, critics of both Microsoft and WaSP have pointed out Microsoft's long history of aggressive business practices and ideologies. As a member of the WaSP / Microsoft Task Force, I'm extremely confident that the developers we're working with get it and it's been my take to separate Microsoft business practices and ideologies from the day-to-day software development work. And I stand by that perspective. What I cannot stay silent about when reading these words is how blatantly uncaring a statement this is. How ignorant and arrogant and just plain wrong.

ICT equipment and services form one of the most innovative sectors that provides direct significant contribution to productivity and growth, and therefore to Gross Domestic Product. ICT are also an essential element of sustainable development and offers a huge potential for improving the quality of life of citizens. The availability of digital technologies and broadband infrastructure is providing the basic elements for the convergence between telecommunications, internet and consumer electronic products to occur and for customers to access freely a large range of services from a wide variety of technology platforms. It is already evident that this open environment will provide great opportunity for the rapid development of services for e-commerce and e-government applications, and new demands will certainly follow. But these new opportunities come with their challenges. ICT systems are complex and diverse. Their commercial success is highly dependant on interoperability that guarantees the quality and reliability of the information exchanged. Interoperability is ultimately what standardization is about.
