These statutes have required Heating and Air Conditioning Contractors in the Commonwealth of Kentucky to be licensed by the Division of HVAC since July 1995. The HVAC Industry has undergone a tremendous amount of change over the last decade. Changes in technology and new technological applications have advanced the HVAC trade and occupation into a recognized "physical science" of study. Chemicals and materials used in the application of the HVAC trade have been found to be harmful to our environment. Federal legislation has been enacted which mandated certification of individuals for the proper use and handling of these chemicals within the HVAC trade and occupation.

Using Manual J, a contractor calculates heat loss from the building through walls and ceilings, leaky ductwork, and infiltration through windows, doors, and other penetrations as well as heat gain into the building from sunlight, people, lights and appliances, doors, walls, and windows, and infiltration though wall penetrations. Design conditions for the area are also used as inputs into load calculations. Air infiltration measurements must be estimated unless a blower door test is performed. The use of blower door test results will provide more accurate sizing calculations at a slightly higher design expense. Consequently, almost any business or government agency has the potential to realize significant savings by improving its control of HVAC operations and improving the efficiency of the system it uses. The use of high performance HVAC equipment can result in considerable energy, emissions, and cost savings (10%-40%). Whole building design coupled with an "extended comfort zone" can produce much greater savings (40%-70%). Extended comfort includes employing concepts such as providing warmer, but drier air using desiccant dehumidification in summer, or cooler air with warmer windows and warmer walls in winter. In addition, high-performance HVAC can provide increased user thermal comfort , and contribute to improved indoor environmental quality (IEQ). Given the range and complexity of the subject, this information should be viewed as only a starting point to access information from the many trade associations, agencies, and manufacturers linked throughout the text.
