Established to advance the implementation of the October 1994 Agreed Framework between the United States and the Democratic People's Republic of Korea (DPRK), KEDO has served as a unique vehicle for implementing energy-related projects in the DPRK and, more broadly, for supporting international nuclear non-proliferation efforts and peace and stability on the Korean Peninsula. Not surprisingly, KEDO’s activities been significantly affected by developments in the international diplomatic arena over the past several years. In December 2002, KEDO suspended shipments of heavy fuel oil to the DPRK. A year later, KEDO suspended work on the light-water reactor (LWR) project.
