Abstract: Lev T. Kuzin (19281997) is one of the founders of modern cybernetics and information science in Russia. After getting his Doctor of Technical Sciences degree in the industrial research sphere he joined the Moscow Engineering Physical Institute at the time when there were a few specialists in cybernetics in Russia. A few years later he became a founder of Cybernetics department and a Chair of the section in Applied Problems for Cybernetics in Moscow House for Scientific and Technical Knowledge Propagation. Almost the same time he became a project principal researcher (project Data Bank promoted by the Russian Academy of Sciences), and attracted the teams of researchers to apply the computational models to a field of data and knowledge bases, making the pioneering research in Artificial Intelligence. He was awarded and honored the USSR State Prize for inspiring vision into the future of technical cybernetics and his invention and innovation of key technologies.

Welcome! Thank you for choosing to submit your manuscript to the IEEE Transactions on Systems, Man and Cybernetics, Part B electronically. . The following set of pages enables you to submit an electronic version of your journal article for the IEEE Transactions on Systems, Man and Cybernetics Part B. Please note that as of January 1, 2002 all papers to Part B must be submitted electronically. The submission process and the advantages are described below. General information on the SMC society and the Transactions is available by following the highlighted links. Reviewer guidelines are within Manuscript Central with some additional ones here. You can find papers accepted for future publication in IEEE Xplore by clicking here. Why submit electronically? What is the format? What kinds of attachments? How do I submit my paper now that it is written?
    Why?
Electronic submission is expected to significantly reduce the review cycle. More importantly, it allows you to include attachments (e.g. images, video, animations) to help explain the research represented in the paper. You can include code and data to allow others to build on your research. In addition, an accepted paper that was submitted electronically will appear on the IEEE XPLORE web site within 3 weeks of receipt of the corrected page proofs of an accepted, formatted paper , so you get your work disseminated faster.

    (7 Cauac (Rain) / 7 K'ayab (Turtle) 69/260 - 12.19.11. cybernetics cybernetics (sì´ber-nèt´îks) noun (used with a sing. verb)
The theoretical study of communication and control processes in biological, mechanical, and electronic systems, especially the comparison of these processes in biological and artificial systems. [From Greek kubernêtês, governor, from kubernan, to govern.]
    - cy´bernet´ic adjective
    - cy´bernet´ically adverb
    - cy´bernet´icist or cy´berneti´cian (-nî-tîsh´en) noun Cybernetics Cybernetics, interdisciplinary science dealing with communication and control systems in living organisms, machines, and organizations. The term was first applied in 1948 to the theory of control mechanisms by American mathematician Norbert Wiener . Cybernetics developed from investigations into how information is transformed into desired performance. The science arose out of problems that were encountered in the development of so-called electronic brains and of automatic-control mechanisms for military apparatuses. According to cybernetics, the human brain and nervous system coordinate information to determine which actions will be performed; control mechanisms for self-correction in machines serve a similar purpose. This principle, known as feedback , is the fundamental concept of automation. One of the basic tenets of cybernetics is that information can be statistically measured in accordance with the laws of probability. Purposive behavior in humans or in machines requires control mechanisms that maintain order by counteracting the natural tendency toward disorganization.

attempts to construct a conceptual bridge between biology and human behavior by examining the cultural and biological feedback system that inspires the evolution of social rules. In theory, at the heart of developing ethical systems is a cybernetic process that arises between the interaction of biology and culture using the informational feedback between the two to further human adaptation and survival. 1 Ethics merges with science in cybernetic ethics . This book presents a credible theory of how the evolution of ethical systems can be linked to science and mathematics. Cybernetics in this context means informational feedback in dynamic systems that sustains or redirects a behavior. Cybernetics is an important building block of biological adaptation and a prior condition to its existence 2. When the subject of ethics arises, reasonable people often ask, "

13th European Meeting on Cybernetics and Systems Research
Vienna, April 9-12, 1996 Cybernetics and the Art of Living Ernst von Glasersfeld University of Massachusetts
Amherst, USA I had intended to begin this talk, as one so often does to break the ice in plenary sessions, by being funny about some trivial matter. But Professor Trappl's sad announcement has put me in a state of shock. Having been traveling for the last two weeks, I had not heard of Gordon Pask's death until this moment - and the loss is far too great to grasp. Gordon had generously supported me some thirty years ago when I entered academia in the United States, and there is no end to the help his ideas gave me in developing my thinking. Now I am crushed by the profound regret that a friend has gone whom I have not thanked nearly enough for the inspiration he provided. So let me start my talk by saying I sincerely hope that a knowledgeable scholar will collect and record the history of the first ten or fifteen years of cybernetics before too many of the fascinating personal and intellectual details of its inventors are irrevocably forgotten. I, unfortunately, am anything but a knowledgeable scholar. I only had by chance some opportunities to witness the development of this revolutionary discipline as an enthusiastic outsider who was profoundly influenced by it. The point that struck me at the outset was that the founding fathers, especially Norbert Wiener and Warren McCulloch, thought of their enterprise not merely as a technique but also as a new and powerful approach to philosophy. But the two interests quickly separated, and the spectacular mathematical and technological successes of cybernetics have until recently all but obscured the philosophical potential.
