Physical education (PE) can increase student participation in moderate to vigorous physical activity ( ) and help high school students gain the knowledge, attitudes, and skills they need to engage in lifelong physical activity ( ). Two national health objectives for 2010 are to 1) increase to 50% the proportion of adolescents who participate in daily school PE (objective no. 22-9) and 2) increase to 50% the proportion of adolescents who spend at least half of school PE class time being physically active (objective no. 22-10) ( The national YRBS, a component of CDC's Youth Risk Behavior Surveillance System, used independent three-stage cluster samples for the 19912003 surveys to obtain cross-sectional data representative of public- and private-school students in grades 912 in the 50 states and the District of Columbia. During 19912003, sample sizes ranged from 10,904 to 16,296, school response rates ranged from 70% to 81%, student response rates ranged from 83% to 90%, and overall response rates ranged from 60% to 70%. For each cross-sectional survey, students completed an anonymous, self-administered questionnaire that included identically worded questions about participation in PE class. For this analysis, temporal changes were assessed for three behaviors: 1) being enrolled in a PE class (i.e., attending a PE class on

Partners Physical Education and Sport The mission of UNESCO within the framework of promoting physical education and sport (PES) is based on the general and specific objectives of the International Charter of Physical Education and Sport, adopted by the General Conference of UNESCO, at its twentieth session, in Paris, on 21 November 1978.
The main function of UNESCO consists in contributing to improve the quality of Physical Education and Sport notably within educational systems. The International Charter of Physical Education and Sport is specific in its article 2: “Physical education and sport form an essential element of lifelong education in the overall education system”. It also states that: “Every overall education system must assign the requisite place and importance to physical education and sport in order to establish a balance and strengthen links between physical activities and other components of education”.
Therefore, UNESCO’s action gives a particular attention to physical and moral well-being for each individual, of all conditions, religions and any races.

Physical Education (Part I)
Inclusion , the philosophy of merging special and general
On the other hand, maybe this a good time to reflect on the philosophy of inclusion and why inclusion was championed in the first place. Perhaps these philosophies are still worthwhile today, and maybe we should look at ways to make inclusion work rather than abandoning the philosophy and practice altogether. Perhaps this is a good time to carefully examine why inclusion seemed to work in some schools, yet failed in so many others.

The purposes of this article are to (a) examine problems with inclusion as it is being interpreted and implemented in many school districts, and (b) review the definition and philosophy of inclusion. Specific problems with inclusion as a movement, and more specifically how inclusion in physical education is being implemented, are discussed and analyzed.
