Calahan GS-12 Graduate Class Thesis submitted to the Faculty of the Marine Corps Command and Staff College in partial fulfillment of the requirements for the degree of Master of Military Studies April 1995 The views in this paper are those of the author and do not reflect the official policy or position of the Department of Defense or the U.S. Government EXECUTIVE SUMMARY Title: Countering Terrorism: The Israeli Response to the 1972 Munich Olympic Massacre and the Development of Independent Covert Action Teams. Author: Alexander B. Calahan Thesis: The purpose of this study is to examine the methodology of the covert action teams authorized by Prime Minister Golda Meir to find and assassinate those individuals responsible for the attack on the Israeli athletes at the Munich Olympic games in September 1972. Specifically, the study addresses whether the operational and tactical methods utilized in this counterterrorist effort were successful relative to the original operational objectives.     Sergiy BUBKA - the President of the NOC of Ukraine
    On June 23 - the 111th anniversary of the IOC foundation - by secret voting the XVIII Extraordinary General Assembly of the NOC of Ukraine elected the new president of the Ukrainian NOC. It is the IOC and NOC Executive Committees member, the famous athlete and Olympic champion Sergiy Bubka. As results showed among 111 votes 80 votes were given for Sergiy Bubka and 30 votes - for Mykola Martseniuk, one vote was nullified. Two other candidates - Valeriy Borzov and Ivan Fedorenko - withdrew their candidacy. At the suggestion of the newly elected president Volodymyr Brynzak - the Deputy Minister of the Ministry for Youth and Sports of Ukraine, the Ukrainian Biathlon Federation president, the NOC Executive Committee member - was elected the vice-president of the NOC of Ukraine.
    Sergiy Bubka expressed his gratitude to 14 organizations that nominated him for elections of the NOC president. " It is a great honour and at the same time an immense responsibility for me. I thought a lot before taking a decision to participate in elections.
    I am a patriot, I am a Ukrainian citizen. My priority is the Olympic Movement - a cause I devoted all my life to. I'll do my best for its flourishing in our country", Sergiy Bubka said.

London won a two-way fight with Paris by 54 votes to 50 at the IOC meeting in Singapore, after bids from Moscow, New York and Madrid were eliminated. Prime Minister Tony Blair called the win "a momentous day" for Britain. Paris had been favourites throughout the campaign but London's hopes were raised after an impressive presentation by Lord Coe, the bid chairman. IOC president Jacques Rogge made the dramatic announcement at 1249 BST. It will be the first time the Olympics has been held in Britain since 1948. Coe said: "This is just the most fantastic opportunity to do everything we ever dreamed of in British sport." The Queen, in a message to Coe, said: "I send my warmest congratulations to you and every member of the London 2012 team for winning the bid for the UK. "It's a really outstanding achievement to beat such a highly competitive field."
