Massachusetts Personal Watercraft (PWC) Safety Laws The following abstracts summarize some important Massachusetts Personal Watercraft (PWC) Laws as of May 2003. For further information on boat and PWC laws, contact the Massachusetts Environmental Police at (508) 759-0002. Personal Watercraft Defined : A personal watercraft is a Class A inboard motorboat. Follow basic boating safety rules and laws, and protect your privilege to operate personal watercraft.
  • Wear an approved life preserver (PFD) at all times. Attach the safety lanyard to yourself and the cutoff switch. Check throttle control and steering before starting engine. Steering PWC requires thrust, maintain speed when turning. Always operate at slow, no-wake speed (6MPH or less) when within 150 feet of the following:
    Shoreline Boat Launch Moored or Docked Boat Swimmer Watercraft Raft or Float Never operate at all, within 150 feet of any bathing beach.
No person shall operate a PWC except in a safe and prudent manner, so as not to endanger life, limb, or property. The following are examples of negligence or other prohibited operation. You must not operate:
  • If less than 16 years old During the nighttime On waters under 75 acres
    Under the influence of alcohol At high speed in congested areas While towing a skier, or any person in any manner

SPECIALTY TYPES OF INSURANCE Personal Watercraft Personal watercraft are not generally covered by homeowners or auto insurance, and where they are, the coverage limits can be fairly low. You may need to purchase a specifically designed policy in order to insure these vessels. The personal watercraft policy covers:
  • Bodily injury
  • Property damage
  • Guest passenger liability
  • Medical payments
  • Theft

Typical policies include deductibles of $250 for property damage, $500 for theft and $1,000 for medical payments, although these may vary from company to company.
Liability limits start at $15,000 and can be increased to $300,000. This coverage will provide financial protection if your personal watercraft is involved in an accident.
Most policies also include water sports liability, which covers risks associated with activities such as waterskiing.
Consider buying an umbrella policy which will provide more liability protection. One million dollars in extra coverage costs about $300 a year and would extend to your home and auto insurance policies.
If you have several personal watercraft, you may qualify for a multi-boat discount on your insurance. Additional coverage can also be purchased for trailers and other accessories.

In the last meeting we voted to update the by laws regarding membership. All persons who have been past members of PWCA will continue to be considered current members but will be classified as 'Non Voting" members. We want to keep everyone involved in the sport of pwc involved in all apsects of the club and we need to keep our numbers up when it comes to representation. It sounds much better to say PWCA represents 200 watercraft enthusiast versus 32! The difference between paid and non paid members are: 1-Non Paid can not vote on club issues 2-Non Paid will not receive a membership card therefore not entitled to discounts at participating dealerships

The increased sales and marketing of Personal Watercraft (PWC), particularly over the past several years, has resulted in significant increases in the number of these craft on the water. Along with this growth has come an unfortunate increase in the number of PWC-related accidents tracked by the states and reported to the U.S. Coast Guard (see table below ). It has been easy for critics of PWC to see this as evidence of a safety concern with these craft. While these "raw number" approaches are understandable, they tell only part of the story.
About 11 percent of all registered boats nationwide are personal watercraft. Industry statistics show that although PWC owners typically have substantial boating experience, they share their vessel with an average of three different people on a typical boating day. "Without a doubt an educated boater is a safe boater," states Larry Lambrose, executive director of the Personal Watercraft Industry Association (PWIA). "The personal watercraft industry strongly supports mandatory education for all boaters and the use of personal flotation devices for all passengers and boat operators. In fact, we have provisions for both in our model law and are encouraged that states are seeing such positive results from the legislation." More than twenty-six states have based PWC laws on the PWC Model Safety Act developed and endorsed by the National Association of State Boating Law Administrators (NASBLA). This act addresses minimum operator age (sixteen), prohibits nighttime and reckless operation, requires all operators and passengers to wear U.S. Coast Guard approved life jackets, and requires operators to use the lanyard stop switch (for boats so equipped).

A : All older models and some newer models of personal watercraft use two-stroke engines, which can vent oil and gasoline into the water with their exhaust. Other motorized boats also use two-stroke engines, but the sheer number of personal watercraft may make their environmental impact greater. When snowmobile manufacturer Bombardier Inc. introduced the SEA-DOO® in 1968, the idea of a motor-driven consumer watercraft with no visible propeller was revolutionary. The idea of passengers standing on a watercraft instead of sitting in a conventional hull was also pretty out there. In fact, the design turned out to be too original. Use of the Personal Watercraft
and "Rescue Sled"
The personal watercraft has been in use as an effective ocean rescue vehicle on O`ahu and the other islands of Hawai`i since 1989. This apparatus has numerous advantages: speed, maneuverability, stability, quick launch from a variety of sites, ability to operate in nearly all types of surf conditions. Maintenance is easy; fuel efficiency is considerable. The craft also has a few disadvantages that are maintenance and environment related. But, other than over-aeration in the ocean creating poor throttle response, the apparatus is a good, consistent "work horse." To date, in Hawai`i, tm III is still the craft of choice for "in the surf" rescue work. The hull design allows for sufficient maneuverability, " surf ability" and speed to cope with the very challenging surf conditions here in Hawai`i. Its 650cc motor (approximately 50HP) provides the power necessary to transport the craft operator (driver), crew person and one or more victims to safety under the most demanding of conditions. We hope to acquire later models with more power as they become available. The power should provide an added margin of safety by making more low-end power, and consequently, improved "hole-shot" acceleration available.
