Off-Road Vehicles: Tire Tracks Across our Natural Heritage From pristine beaches and forests to ancient ruins and desert landscapes, our public lands hold some of our most untamed landmarks and important cultural artifacts. Indeed, these places embody American ideals of wildness and originality. But the wide wheels and polluting engines of off-road vehicles have already created significant, if not permanent, damage to this heritage. Off-road vehicles -such as all-terrain vehicles (ATVs) and dirt bikes- are currently allowed in countless public land areas, including 59 national parks. A Bluewater Network survey revealed that of these parks, 38 have reported serious damage to their resources. All year long, off-road vehicles run haphazardly across pristine wetlands and marshes, creeks and streams, over beaches, forests, deserts and prairies. They trample and destroy sensitive vegetation thereby increasing erosion rates. Endangered species such as the desert tortoise are often crushed under the wheels of off-road vehicles. Moreover, the noise frightens wildlife and prevents them from hearing sounds important for mating, avoiding predators, and finding prey. Off-road vehicles also cause significant air pollution According to the California Air Resources Board, off-road vehicles such as ATVs can produce 118 times as many smog-forming pollutants as automobiles.

Abstract
Microscopic examination of microbiotic soil crust shows that the profiles of soil with a dense cyanobacterial cover had two different layers: a surface thin layer composed of aeolian-born materials and an organic layer formed by filamentous cyanobacteria associated with sand particles. The results indicate that microbiotic cover is an important determinant of sand fixation in the Gurbantunggut Desert, northern part of Xinjiang, Northwestern China. Microscopic examination of microbiotic crusts in this study revealed an intricate network of filamentous cyanobacteria and exopolysaccharides, which binds and entraps sand grains and conglutinate fine particles with each other. Resistance to wind erosion paralleled the different disturbance levels on microbiotic soil crust. Sandy soil surface disturbances resulted in greatly decreased soil resistance to wind erosion. LIBERTY TRAILHEAD Access is from Highway 162 through Liberty in Ogden Valley. The road begins at 5,200 feet and ends at 6,000 feet. The nine-mile road is also known as Avon Pass and crosses over to Paradise. The road is closed during the winter months and may be closed during wet and runoff seasons. (2) For purposes of this rule, the following definitions apply: (a) "Off-road vehicle" means any motor vehicle designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, swampland, or other natural terrain; (b) "Motor vehicle" means any vehicle which is self-propelled; (c) "Motorcycle" means any motor vehicle designed to travel with not more than two wheels in contact with the ground, and so that the driver sits astride the vehicle frame and a Class III all-terrain vehicle as defined in ORS 801.194; (d) "Multi-wheeled motorized vehicle" means a Class 1 all-terrain vehicle as defined in ORS 801.190 and any other motor vehicle, except a tractor, designed to travel with three or more wheels in contact with the ground, with the driver sitting astride the vehicle frame; and (e) "Class II all-terrain vehicle" means any motor vehicle as defined in ORS 801.193.

The recreation area provides many opportunities for use of motorized and non-motorized vehicles in the back country. Signs are normally posted at trailheads and access points which describe whether or not particular vehicles are allowed on the trail. The Chena Hot Springs Winter Trail, which parallels Chena Hot Springs Road, and trails which access back country cabins are color-coded. Colored reflective diamond-shaped trail markers and mileposts placed along the trail guide you to your destination. The markers work the same as the mileposts on the highways: as you travel toward a cabin or the hot springs, the markers are on your right. Please familiarize yourself with these markers and which trail they represent.
The Chena River State Recreation Area Management plan adopted in November of 2006 makes the Angel Creek Trail open to motorized use only in the winter from mid October through mid April. The management plan directs State Parks to reroute the Angel Creek Trail from low, wet areas near the trailhead and repair, or install hardened surfaces on the trail so that it can be opened for ORV use in the summer. When the trail is rerouted to a drier route, the realigned valley trail will be open to motorized use in the summer.
